The Secretary must create a rebate program that pays consumers part of the cost to install a renewable energy system for a home or small business. Each rebate can't be more than the smaller of 25% of the consumer's installation costs or $3,000. Renewable energy system — see the definition in section 6865(c)(6)(A). Money was set aside for the program and stays available until spent: $150,000,000 for FY2006; $150,000,000 for FY2007; $200,000,000 for FY2008; $250,000,000 for FY2009; and $250,000,000 for FY2010.
