The Secretary of the Interior and the Secretary of Agriculture must, no later than 180 days after August 8, 2005, create and send to Congress a memorandum of understanding under the Geothermal Steam Act of 1970 and other laws to coordinate geothermal leasing and permitting on public lands and National Forest lands they manage. The memorandum must set up a clear procedure for handling lease applications (who is in charge, the steps, and time limits); create a 5-year leasing program for National Forest lands that is updated every 5 years; cut the backlog of lease applications pending on January 1, 2005 by 90 percent within the 5-year period beginning on August 8, 2005 (by issuing leases, rejecting noncompliant applications, or finding applicants no longer interested); and build a shared data system that tracks applications and tells applicants their status and an estimated time for action.
