Put into a separate Treasury account all money the United States gets in the first 5 fiscal years after August 8, 2005, from rentals, royalties, and other payments under geothermal leases, except the amounts that must be paid to states and counties. Those funds can be spent by the Secretary of the Interior without extra Congressional appropriation and with no time limit to carry out the Geothermal Steam Act of 1970 and this Act. The Secretary may allow the Forest Service to spend or receive transfers of these funds to help coordinate and process geothermal leases and use authorizations on federal land.
