HUD must quickly sell permanent housing on federal land that has not already been turned over or sold by the set deadlines. On-site housing not disposed of by January 1, 1957, and off-site permanent housing not disposed of before August 7, 1956, must be offered to the public and sold competitively to the highest responsible bidder. HUD may reject bids below fair market value and then try to sell by negotiation. Any sale contract made after August 7, 1956 (except those already excepted) must say that if the buyer does not get title by April 1, 1957 — or within 60 more days if extra time is needed to fix title problems — the buyer’s rights end and the property will be sold under the competitive process above. Signing a conditional sales contract counts as title passing. Those deadlines cannot be changed by a related provision.
