After June 30, 1953, no new permanent housing projects under subchapter IX may be started. After July 31, 1954, mortgages insured under Title IX of the National Housing Act may not be insured, except for commitments already made on or before July 31, 1954, for projects the President allows between July 31, 1954 and August 1, 1955, or for commitments issued because of those presidential allowances. Also, after July 31, 1954 you cannot extend aid for community facilities or start U.S. construction of temporary housing or community facilities under subchapter IX, except for President‑designated projects in that same period. The Secretary of Housing and Urban Development may, after July 31, 1954, amend earlier agreements and spend additional federal money that was available on or before that date to finish facilities already agreed to. No new loans or purchases of obligations under 12 U.S.C. 1701g–1 may be made after June 30, 1953, unless covered by a commitment issued on or before that date or used to refinance loans the Secretary already held on June 30, 1953.
