Limits how much can be spent to build family housing. The average cost per unit must not be more than $9,000 for two-bedroom units, $10,000 for three-bedroom units, and $11,000 for four-bedroom units. The HUD Secretary can raise any of those limits by up to $1,000 in areas where costs are higher, and can raise them by 50% in U.S. Territories and possessions. If HUD takes land by condemnation, the land cost is the value the Secretary sets after a proper appraisal.
