Federal agencies can give land, buildings, or other property to HUD when the HUD Secretary asks. They do not have to be paid back. HUD can accept these transfers and can also use property it already controls for the same housing or community facility programs without changing budgets. Any property or money moved or used this way follows only the rules of that housing program. If the Defense Secretary asks, HUD may transfer property it built or bought under the program to the Department of Defense without payment. After the transfer, Defense Department property rules apply and the housing program’s rules stop applying.
