Gives simple meanings for key words used in this part and says words can be singular or plural unless the context shows otherwise. State means the several States, the District of Columbia, and U.S. territories and possessions. Federal agency means any executive department or officer (including the President), independent establishment, commission, board, bureau, division, or office in the executive branch, or other U.S. agency, including corporations the United States owns all or a majority of the stock in. Community facility means public works and places such as water and sewer systems, garbage disposal, police and fire protection, public sanitary and water treatment works, libraries, hospitals and other sick-care places, recreation spots, streets and roads, and day-care centers. Community service means operating and maintaining those kinds of facilities and providing fire protection. National defense covers armed forces activities, work of the Atomic Energy Commission or other agencies mainly concerned with defense, activities under the Mutual Defense Assistance Act of 1949, and providing community facilities for towns moved because the Atomic Energy Commission took their land. Nonprofit agency means an agency whose net earnings do not benefit private stockholders or individuals. Project means housing or community facilities acquired, developed, or built with financial help under this subchapter. Veteran means a person (or their family) who served in active military or naval service during any of these periods—on or after September 16, 1940 and before July 26, 1947; on or after April 6, 1917 and before November 11, 1918; or on or after June 27, 1950 and before any later date the President sets—and who was discharged under conditions other than dishonorable or is still serving; it also includes the family of someone who served in those periods and died of causes the Secretary of Veterans Affairs finds were service-connected.
