The law says the United States should increase its ability to turn crude oil into gasoline, heating oil, diesel, jet fuel, kerosene, and petrochemical feedstocks to raise supply for Americans. U.S. demand already exceeds the country’s refining capacity, so imports have risen and are expected to grow from 7.9 percent to 10.7 percent of refined products by 2025. Refiners face major environmental rules and new Clean Air Act requirements over the next decade, and better federal–state review coordination may help build new refineries. Administrator means the head of the Environmental Protection Agency. State means a State, the Commonwealth of Puerto Rico, or any other U.S. territory or possession.
