The Secretary can use $200,000,000 each year for fiscal years 2006 through 2014 to carry out the program. That money stays available until it is all spent. The Secretary must send a report to Congress by March 31, 2007 with a plan. The plan must say whether $200,000,000 per year is the right amount, explain how proposals will be chosen and what activities will be done, list technical milestones for each coal and related technology, and say how the program will avoid problems the Government Accountability Office found, such as unspent funds and projects that failed financially or scientifically.
