The Secretary must, if funds are available, run a demonstration to produce energy from coal mined in the western United States using integrated gasification combined cycle (IGCC) technology. The project may repower existing plants, must be able to use coal of no more than 9,000 Btu/lb and capture and store carbon dioxide, and should, if practical, also handle western coals up to 13,000 Btu/lb. The project must be in a western State above 4,000 feet; the Federal share is set under section 16352 of this title; and it cannot receive Federal loan guarantees.
