The Office of Nuclear Energy, Science, and Technology must run the Project inside the Department. The Secretary may join the Project with the Generation IV Nuclear Energy Systems Initiative and may use the Office of Science’s construction-review tools to watch progress. Idaho National Laboratory must lead the Project and work with other labs, colleges, research institutes, industry, and international researchers. INL must form a cost-sharing industrial consortium for research, design, construction, and operation, following section 16352. Priority goes to a U.S.-based lead partner and a setup that keeps U.S. leadership and lowers federal costs. The prototype reactor and plant must be located at INL in Idaho. The Project may use INL test capabilities and other national lab facilities as needed.
