Summary

The Secretary must set up a program to boost U.S. production and sales of efficient hybrid and advanced diesel vehicles and their parts. The program will give grants and loan guarantees under section 16513 to automakers, suppliers, and makers of hybrid components to support domestic production of efficient hybrid, plug-in electric hybrid, plug-in electric drive, and advanced diesel vehicles. It should give priority to reopening, refurbishing, or retooling factories that have recently closed or will close soon. The Secretary may work with state and local programs to meet these goals, including efforts to keep and retrain skilled workers from those factories and by creating matching grant arrangements. Congress may provide whatever funds are necessary to carry out the program.
