The Secretary must speed up work to make diesel engines and pollution-control systems better for diesel vehicles. Tier 2 emission standards means the EPA rules for passenger cars, light trucks, and larger passenger vehicles made after the 2003 model year, issued February 10, 2000. By 2010, the Secretary must develop and show diesel technologies that meet Tier 2 and the 2007 heavy-duty emissions rules in effect on August 8, 2005, and must also develop next-generation low-emission, high-efficiency diesel engines, including homogeneous charge compression ignition (HCCI).
