The Secretary must sign a cooperative agreement with NASA to develop ultra‑efficient aircraft engine technology. The program must aim for at least a 10% fuel efficiency gain and a 70% cut in the local air quality impact from landing and takeoff nitrogen oxides. It must also study advanced designs (including hybrid fuel‑cell systems) and alternative fuels for turbine engines. Congress authorized $50,000,000 for each of fiscal years 2006, 2007, 2008, 2009, and 2010.
