Requires Federal agencies that get electricity from stationary, portable, or micro devices to lease or buy a stationary, portable, or micro fuel cell by January 1, 2006 to help meet certain energy-saving goals. The Secretary, with a Task Force and a Technical Advisory Committee, will pay for or share the cost of these leases or purchases. The Secretary can use the General Services Administration or private vendors to make sure purchases or lease management are cost-effective. An agency can be excused if the Secretary finds no suitably efficient and reliable fuel cell is available, based on the agency’s needs and evaluations by the Task Force or its Technical Advisory Committee. Agencies may count these fuel cells toward the energy savings goals in section 16157. Congress authorized funds for this program: $20,000,000 (2006); $50,000,000 (2007); $75,000,000 (2008); $100,000,000 (2009); $100,000,000 (2010); and such sums as are necessary for 2011–2015.
