The Administrator must send Congress a report that reviews how the programs are working. The first report must come within 1 year after money is made available, and then every two years after that. Each report must say how many grant applications were received; list every grant, rebate, and loan made and how much each was; describe each funded project and the rules used to pick recipients; show actual and estimated air quality and diesel fuel savings and the programs’ cost-effectiveness and cost-benefit; report problems projects faced; include any other info the Administrator thinks is useful; and, in the last report before January 1, 2016, analyze whether the program should continue, estimate how many vehicles and engines could benefit from retrofits, and describe the number and types of applications denied in the prior year.
