The Administrator must run a program to promote certain air‑pollution technologies. An "eligible technology" is either a verified technology or an emerging technology. The program must explain the benefits of these technologies and create non‑money incentives to encourage their use. It must reach people like equipment owners and makers, engine manufacturers, state and local air quality officials, community groups, and public health, education, and environmental organizations. The Administrator must also make guidance so a State can get credit for emission cuts from these technologies in its State implementation plan under section 7410. Working with the Department of Commerce and industry groups, the Administrator must tell other countries with air quality problems about U.S. technologies that could lower their emissions.
