The Secretary must set up an initiative to fund competitive, peer‑reviewed energy‑efficiency research grants, run by the conservation Assistant Secretary with input from the Office of Science. Each year, when the President sends the budget to Congress, the Secretary must report to Congress on the awards and how they advance energy efficiency.
