The Secretary of Agriculture must run a competitive grant program that gives money to manufacturers of biobased products. To get a grant, a maker must plan to use the money for marketing and for getting their products certified. A maker cannot get a grant if they already got one before. Small makers with fewer than 50 employees get a preference. Grants can pay for marketing working capital and for certification to meet the label in 7 U.S.C. 8102(b) or other standards the Secretary sets. Recipients must provide non‑Federal matching funds equal to the grant and spend those matching funds before asking for reimbursement. No grant can be more than $100,000. The Secretary will set application and other rules. Money is authorized at $1,000,000 for fiscal year 2006 and as much as needed for fiscal years 2007–2015.
