The Secretary of Agriculture must award competitive grants to help grow the bioeconomy in a region. Eligible applicants are regional bioeconomy groups, agricultural or energy trade groups, or Land Grant institutions that plan to use the money for regional coordination, education, outreach, or similar activities and that have not received one of these grants before. Grantees must provide non-Federal matching funds equal to the grant, and matching money must be spent before asking for grant reimbursements. The Secretary will set application and administrative rules. No grant can be more than $500,000. Congress authorized $1,000,000 for fiscal year 2006 and allowed whatever sums are needed for fiscal years 2007 through 2015.
