The Secretary of Agriculture must set up a program, inside the Department or by hiring outside help, to teach about biobased fuels and biobased products. The program must give training and technical help to feedstock producers so they can own, invest in, and take part in processing facilities, and it must run public outreach so consumers learn about the fuels and products. Up to $1,000,000 can be provided each fiscal year for 2006 through 2010 to run the program.
