The Secretary of Energy, the head of the National Nuclear Security Administration, and the Chair of the Nuclear Regulatory Commission must create the University Nuclear Leadership Program. The program will give money for scholarships, fellowships, and research at colleges and trade schools that help the agencies’ missions. It will focus on work tied to civilian advanced nuclear reactors, such as fuel cycle technologies, project management, and advanced construction and manufacturing methods. The program may also fund multi-year projects or training that do not exactly match an agency program if they help keep nuclear science or engineering alive, including nontechnical studies like social science or law that support public engagement and licensing. The Nuclear Regulatory Commission must run a traineeship subprogram that awards competitive, focused training to meet NRC mission needs and nuclear workforce gaps. The NRC will work with the Department of Energy to set funding priorities, encourage partnerships with national labs, schools, trade schools, industry, and others, and check workforce needs each year to plan training topics. Definitions: Advanced nuclear reactor — defined in 16271(b); Commission — the Nuclear Regulatory Commission; Institution of higher education — defined in 15801; National Laboratory — defined in 16271(b); Program — the University Nuclear Leadership Program; Nontechnical nuclear research — studies like social sciences or law that help community engagement and licensing. For fiscal years 2021 through 2025, $45,000,000 is authorized for the Secretary of Energy (including $15,000,000 for the NNSA) and $15,000,000 is authorized for the Commission.
