The Secretary must run and care for the buildings, labs, and equipment that support nuclear energy research, isotope production, and radiological work. The Secretary must make an inventory of facilities, equipment, people, and other assets at all National Laboratories. The Secretary must make a ranked list of needed repairs or upgrades, avoid doubling up on capabilities between labs, and create a timeline and budget to finish deferred maintenance so Department programs are among the best in the world. The Secretary must provide a versatile reactor-based fast neutron user facility (a national research reactor) and must consult with industry, colleges, the National Laboratories, and other agencies so it meets user needs. After deciding the mission, the Secretary must give Congress a detailed plan. The facility must at least offer fast-neutron irradiation and space for upgrades. The Secretary should also consider high-temperature testing, higher neutron flux than current facilities, flexible and large irradiation capacity, lower-energy neutron options, multiple test loops with different coolants, extra pre- and post-irradiation exams, and lifecycle costs. Construction should be finished and operations approved by not later than December 31, 2026, and the Secretary must explain any delays in annual budget requests. The law allows Congress to provide funds to finish the facility: $295,000,000 for FY2021; $348,000,000 for FY2022; $525,000,000 for FY2023; $534,000,000 for FY2024; and $584,000,000 for FY2025. The Secretary may start the Gateway for Accelerated Innovation in Nuclear (GAIN) to give industry access to testing, modeling, data, and technical help to speed commercialization, consistent with national security. Industry partners will be chosen by competitive review, taking into account the Department’s shared information and any lab facilities used for partnerships.
