The Secretary must run a program to research, test, and move into use ways to solve problems where energy and water affect each other. The work must cover things like arsenic treatment, desalination, and planning, analysis, and modeling of energy and water supply and demand. The Secretary must check how well current Department and other federal programs are working, talk with agencies like EPA, Interior, the Army Corps of Engineers, Commerce, and Defense, use or build needed facilities, and set up an independent advisory group. The Secretary must send Congress a report on that assessment and recommendations no later than 2 years after August 8, 2005.
