The Secretary must give a grant to a group of major research universities in the Southeastern United States that already work with National Laboratories. The grant is to create a regional pilot of the SEEK–16 program to improve STEM literacy, creativity, and decision-making. The group must include top research universities, at least one university that trains many elementary and secondary school teachers, and, if appropriate, National Laboratories. The pilot must build stronger partnerships among research universities, teacher-training universities, and industry; work with NASA Educator Resource Centers; let current and future teachers join real research at National Laboratories and universities and turn that experience into classroom lessons; create coursework; set up ways to measure progress; and create models for sharing the program elsewhere. A grant under this section is an authorized activity under section 7381b.
