The Department must only give money after a fair, unbiased review of the scientific and technical quality of proposals. Competitions for those awards must be open to all qualified applicants in five groups: colleges and universities, national labs, private companies and nonprofits, state and local governments, and consortia of those. Congress wants these research and development awards to be made competitively whenever possible.
