The Secretary must send Congress a report on equal employment opportunity at the National Laboratories within 12 months after August 8, 2005, and every two years after that. The report must review each contractor’s equal employment policies (including promotions and pay raises), give statistics on complaints and how they were handled, explain how EEO is treated in contracts and in award-fee calculations, summarize disciplinary actions and their outcomes by the Department or contractors, describe outreach and retention efforts for women and minorities, and describe work with the Office of Federal Contract Compliance Programs.
