The Secretary must create and put into action a plan for the buildings and equipment at all National Laboratories and single-purpose research facilities that are mainly funded by the Office of Science, the Office of Energy Efficiency and Renewable Energy, the Office of Fossil Energy, or the Office of Nuclear Energy, Science and Technology Programs. The plan must show cost‑effective ways to keep needed facilities in good repair, close ones that are no longer needed, modify existing facilities, and build new ones. Along with the President’s budget for fiscal year 2018, the Secretary must send a report describing the plan. For each lab or single-purpose research facility used mainly for science and energy work, the report must give a current priority list of proposed projects with costs and schedules, a 10-year plan showing how facilities will be reconfigured to meet missions and long-term operating costs and return on investment, the total current facilities and infrastructure budget, and the current status of each project compared to its original planned cost, schedule, and scope.
