The Secretary of Labor must work with the Secretary, the electric industry, and worker representatives to create model training guidelines that help keep the nonnuclear electric system safe and reliable. At minimum, the guidelines must cover training for people who build, operate, inspect, or maintain nonnuclear electric generation, transmission, and distribution systems; set rules for competency and certification; include assessment procedures (initial and ongoing evaluations, recertification, and tests showing someone can do a covered task); and bring together existing training rules in effect when the new guidelines are made, such as the National Electric Safety Code and other industry standards.
