The Secretary, working with the States, must study how electric utilities now do economic dispatch, how those procedures could be changed so nonutility generators can offer their power for inclusion, and what benefits residential, commercial, and industrial customers would get nationwide and in each State. Economic dispatch means running generators to meet demand at the lowest cost while respecting the limits of generators and transmission. Within 90 days after August 8, 2005, and every year after, the Secretary must report the study results to Congress and the States and include recommended legislative or regulatory changes.
