Requires the Commission to review and approve how costs are divided when a related company that provides non‑power goods or management or admin services sells them to a public utility in the same holding company system, if the holding company or the state regulator asks. The review covers only costs tied to that related company and does not limit other regulator powers. public utility — the meaning in 16 U.S.C. 824(e). Within 4 months after August 8, 2005, the Commission must issue rules to exempt companies whose utility work is mostly inside one State and other transaction types it finds not relevant to utility rates.
