The Secretary must set up a program to test and use oxygen-fuel systems. If it is possible, the program must renovate at least one existing large unit and one existing small unit, and build one new large unit and one new small unit. Congress authorized $100,000,000 for each of fiscal years 2006, 2007, and 2008 to pay for the program. A large unit is a generator of 100 megawatts or more. Oxygen-fuel systems use oil, gas, coal, or biomass burned with mostly pure oxygen, make very hot flames, and keep air out of the boiler in industrial or utility steam units. A small unit has a generating capacity of 10 to 50 megawatts.
