Creates a graduate fellowship program for students working on a PhD in a field tied to a Department mission. An "eligible student" is one who studies at a school that offers such a doctoral degree. Fellowships are given after a competitive review with written and oral interviews and must be spread across the United States. To get a fellowship, a student must study a science or engineering field important to the Department, show deep technical understanding, creativity, leadership (shown by awards or experience), strong speaking and communication skills, and be a U.S. citizen or legal permanent resident. Fellowships pay a yearly living stipend and cover graduate tuition plus school costs like books, computers, and software. Awards can last up to 3 years within a 5-year span and move with the student. The Secretary, through the Director of Science, Engineering, and Mathematics Education, runs the program and may hire a nonprofit to help. Funds authorized: $7,500,000 for FY2008; $12,000,000 for FY2009; $20,000,000 for FY2010; $20,600,000 for FY2011; $21,200,000 for FY2012; and $21,900,000 for FY2013.
