Title 42 › Chapter 149— NATIONAL ENERGY POLICY AND PROGRAMS › Subchapter XVII— PROTECTING AMERICA’S COMPETITIVE EDGE THROUGH ENERGY › § 16537

Summary

The Secretary must set up a program to help colleges and National Laboratories share top scientists. Eligible scientists must bring international recognition to the school or lab. Appointments are chosen by an open, competitive process. At a college the job must fit into the school's tenure system and be at least at the professor level. At a lab the job must be at the lab’s highest distinguished scientist or technical staff grade. Each appointment is 6 years, split into two 3-year funding periods. After the first 3 years there must be an open peer review to see if the appointment is meeting the program’s goal. Funding for the second 3 years depends on that review. The college must pay at least 50% of the total cost. Funds may pay the scientist’s salary and support staff, student and post‑doctoral positions, research equipment, travel, and other needs the Secretary approves. The law authorizes these amounts to be appropriated: $15,000,000 for fiscal year 2008; $20,000,000 for fiscal year 2009; $30,000,000 for fiscal year 2010; $31,000,000 for fiscal year 2011; $32,000,000 for fiscal year 2012; and $33,000,000 for fiscal year 2013.
