The Secretary must award ten research grants for cellulosic ethanol and other biofuels. The grants must be awarded through a competitive review by experts, and each winning school must work with one of the Bioenergy Research Centers in the Office of Science of the Department. Only certain colleges and universities can get these grants. Eligible entities are: an 1890 Institution (a specific type of college named in another law), a part B institution (commonly called Historically Black Colleges and Universities), a tribal college or university, and a Hispanic-serving institution. Congress authorized $50,000,000 for fiscal year 2008 to fund these grants, and that money can be used until it is all spent.
