The Secretary must check and report to Congress every year on how many flexible-fuel vehicles are in use in different regions, working with the Transportation Secretary. Within 24 months after December 19, 2007, the Secretary, with the Department of Transportation, must tell Congress whether it would be practical to require fuel stations in areas where flexible-fuel vehicles reach 15 percent of cars to install E-85 compatible pumps. The report must cover E-85 supply and wholesalers, annual public and nonprofit financial help for installation, how many retailers cannot support more than 2 underground storage tank dispensers, and the retailers’ installation costs and possible effects on fuel prices.
