The Secretary must run a research, development, and demonstration program about current transportation fuel distribution systems and new alternative distribution. The Secretary must work with the Secretary of Transportation and consult the EPA Administrator. The program must study the physical and chemical properties of biofuels and how to prevent or fix problems in nine areas, including corrosion of pipes and tanks, dissolving tank sediments, clogged filters, contamination by water or pollutants, poor cold-weather flow, storage instability from heat or oxidation, microbial contamination, electrical conductivity issues, and other related problems the Secretary finds appropriate.
