Title 42 › Chapter 152— ENERGY INDEPENDENCE AND SECURITY › Subchapter III— ENERGY SAVINGS IN BUILDINGS AND INDUSTRY › § 17062
Requires the Administrator of General Services to create model commercial lease rules and best practices by not later than 180 days after April 30, 2015, working with the Secretary of Energy and after giving the public a chance to comment. Definitions: "Administrator" means the Administrator of General Services; "cost-effective energy efficiency measure" means a building product, equipment, material, or service (and its installation or operation) that saves at least as much energy as it costs to put in or run; "cost-effective water efficiency measure" means the same idea for water savings. The model lease rules must help building owners and tenants share incentives so they will work together to invest in those cost-effective energy and water measures. The Administrator may use the model rules in federal lease forms, must publish the models and explanatory materials from time to time to encourage private use, must set policies and train staff and contractors on finding and evaluating such measures for federal realty services, and must make the models and best practices available to State, county, and city governments.
