Title 42 › CHAPTER 152 — ENERGY INDEPENDENCE AND SECURITY › SUBCHAPTER III — ENERGY SAVINGS IN BUILDINGS AND INDUSTRY › Part D — Industrial Energy Efficiency › § 17112
Require the Secretary of Energy and the EPA Administrator to start a voluntary national program, within 90 days after December 19, 2007, to share information that helps save energy in common kinds of data centers. Data center: a place that mainly holds electronic gear to process, store, or send digital info, either a stand-alone building or part of a larger building with climate control. Data center operator: anyone who builds, runs, or buys data center services, gear, or space. The program must be made with input from the IT industry and other interested groups. It must look at the whole data center (both the IT gear and the building systems) and make clear specs, measurements, benchmarks, and best practices so operators can compare energy use and costs. It must consider server and storage performance, heating/cooling and power systems (without changing existing federal product standards), software and data-management savings, and other stakeholder factors. It should allow different rules by size or function, promote cost-effective efficiency technologies, and publish guidance for public and private operators. The law also calls for collaboration with experts and labs, checks that the guidance works with Federal Energy Management and Energy Star programs, a public update to a June 2016 Lawrence Berkeley report no later than 4 years after December 27, 2020 (covering 2015–2019 data, cloud/virtualization impacts, water use, and projections through fiscal year 2025), a certified practitioner program with four-year evaluations where practical, an open data effort for federal data center energy use, work to align global efficiency metrics, help to create a data-center efficiency metric, and protection of any proprietary or trade-secret information submitted.
