Provides $5,812,000,000 for fiscal year 2022, available through September 30, 2026, to the Secretary through the Office of Clean Energy Demonstrations. The money will be used to award competitive financial help to owners or operators of industrial plants. It can pay for buying and installing advanced industrial technology, doing retrofits or operational upgrades, and paying for engineering studies to get a facility ready. To get funds, an owner or operator must apply and say how much greenhouse gas reduction the project will make. Projects that cut the most emissions, help the most people nearby, or involve partnerships with buyers of the plant’s output get priority. Recipients must cover at least 50% of project costs. Up to $300,000,000 may be set aside for program administration. Definitions (one line each): advanced industrial technology — tech used in industrial processes to speed emissions cuts to net‑zero; eligible entity — the owner or operator; eligible facility — a U.S., non‑Federal, nonpower, energy‑intensive industrial or manufacturing plant (examples: iron, steel, aluminum, cement, concrete, glass, pulp and paper, ceramics, chemicals); financial assistance — grant, rebate, direct loan, or cooperative agreement.
