The Secretary must set up a program by December 27, 2021 to give technical help that helps turn emission-reduction technologies from section 17113(b) into real commercial uses. Eligible entities that can get help include: a State; a local government; a U.S. territory or possession; a state or local office (for example, an energy office); a tribal organization (see section 3765 of title 38); a college or university; a private company; and a trade association or technical society. The terms “emissions reduction” and “program” are defined in other parts of the law. Those eligible must apply in the form and at the time the Secretary requires. The Secretary will ask for applications regularly, at least once every 12 months. Priority should go to projects most likely to cut emissions in nonpower industrial sectors, projects in States with industrial sites that can be used or retrofitted for the program’s focus areas, and projects in economically distressed areas (see section 3161(a)). The Secretary must also try to pick applicants from different regions and make sure the selected projects cover most of the focus areas in section 17113(c).
