The Secretary, through the Assistant Secretary for Energy Efficiency and Renewable Energy, must set up an Advisory Committee on Energy Efficiency Finance. The committee will advise the Department about financing and investing in energy efficiency and help find practical ways to lower costs and increase investment in energy-saving technologies. The committee must have a balanced membership with experts in 11 areas, including seed and venture capital, other private equity, investment banking (corporate and M&A), equity and debt markets, research and trading, and commercial and residential lending. The committee ends 10 years after December 19, 2007. Congress may provide whatever funds are needed to run it.
