The Secretary must run a program to test large-scale ways to capture carbon dioxide from industrial sources. The program should try different capture technologies. Federal awards may only pay for the parts of projects that capture (including cleaning and compressing) CO2, move and inject it, and carry out measurement, monitoring, and validation. Projects must be tied into the large-scale storage tests under section 16293(c) without delaying them. The Secretary will favor projects that capture a high share and large volume of CO2, and those near suitable underground reservoirs or linked to approved storage tests. The CO2 must be pure enough for safe transport and storage. Cost-sharing rules in section 16352 apply. Up to $200,000,000 per year was authorized for fiscal years 2009–2013.
