Defines key terms used in the subchapter. "Appropriate congressional committees" are the House Committees on Foreign Affairs and on Energy and Commerce, and the Senate Committees on Foreign Relations; Energy and Natural Resources; Environment and Public Works; and Commerce, Science, and Transportation. "Clean and efficient energy technology" is an energy supply or end-use technology that, compared with similar technology already widely used in the recipient country, will reduce greenhouse gas emissions or make energy production or use more efficient. "Greenhouse gas" means carbon dioxide, methane, nitrous oxide, hydrofluorocarbons, perfluorocarbons, and sulfur hexafluoride.
