The USAID Administrator must help developing countries adopt clean, efficient energy technologies. The work should create market conditions for private companies to provide energy and environmental services, make it easier for countries to accept technologies that cut greenhouse gas emissions by improving laws and regulations, building local institutions, and boosting public awareness and participation, and promote American-made clean energy products and services. USAID must send an annual report to the appropriate congressional committees for each fiscal year 2008 through 2012. Up to $200,000,000 may be provided to USAID for each of those fiscal years to carry out this work.
