The Secretary of Commerce must have the International Trade Administration start or expand trade missions involving the United States to help private companies trade and invest in clean, efficient energy technologies. Missions include trips abroad to link U.S. firms with foreign markets and reverse trips that bring foreign public and private groups to the U.S. to see technologies. The Secretary must send a yearly report to the appropriate congressional committees for fiscal years 2008–2012, and Congress may provide the necessary funds for those years.
