The Foundation must use its money to fund projects abroad that show how to cut global greenhouse gas emissions with clean, efficient energy technologies and methods. It must also ask for extra funding from foreign governments (including OPEC members) and private groups, work with governments, NGOs, and companies at home and overseas to share money, technology, and know-how, keep a collection of best practices, keep admin costs low so more goes to grants, and give preference to U.S. companies whose technology is mainly made in the United States.
