The Secretary must send Congress a report, using the Assistant Secretary for the Office of Electricity Delivery and Energy Reliability (OEDER) and the Smart Grid Task Force, about how smart grid projects are progressing and any government or regulatory problems. The first report is due no later than 1 year after December 19, 2007, and then every 2 years. The report must describe current and future development, including how widely technologies are used, communications network abilities, costs, and barriers. It can offer recommendations for State or Federal action and should look at regional differences when appropriate. The Secretary must get advice from the Smart Grid Advisory Committee, other federal agencies (such as FERC, NIST, and DHS), and other stakeholders.
