Creates a Smart Grid Investment Matching Grant Program that pays up to one-half (50 percent) of the documented costs for qualifying smart grid projects. Qualifying investments, if made on or after November 15, 2021, include things like devices and sensors added to appliances, industrial equipment, transmission and distribution lines, meters and controls; software and data analytics; upgrades that let regional grids work together; equipment to connect or control small generators; devices for electric or hybrid vehicles (not the vehicle’s batteries); building controls for demand flexibility; communications networks for utilities; advanced transmission technologies; and equipment or actions to limit blackouts in extreme weather. The Secretary may also add other qualifying cases. Excluded are costs tied to certain tax credits, spending not directly for smart grid functions, projects that fail to meet later-issued standards or protocols, routine interconnection or ongoing operations and personnel costs, travel or personal expenses, routine billing/customer work or maintenance, and any other costs the Secretary finds unrelated. The Secretary must, within 60 days after February 17, 2009, set rules for applying, require open protocols for demonstrations, prevent duplicate payments, keep public records, allow advance payment up to the grant amount, and may deny grants that don’t qualify. Funding is authorized as needed for fiscal years 2008 through 2012. Defined term: smart grid functions — digital monitoring, communication, automated responses, cybersecurity, demand management, storage and vehicle-to-grid features, transmission capacity improvements, renewable and EV integration, resilience to extreme weather, analytics, and other related functions.
